Here's a team that has won two World Series in the past decade or so, and still doesn't have the fan support (according to ownership) to build a new ballpark downtown by the water, where it would stand to be the most profitable.
It's looks like it's probably gonna happen, but on the site of the Orange Bowl rather than the downtown location.

It seems that MLB is fully behind the deal, as long as it's sweetened for the Marlins because they won't be able to draw as well at the old Orange Bowl.
Does that mean if the team moves to Brooklyn or Portland Ore. or Vegas that the team won't be seeking any public money. No, I thought not.
Whatever they decide to do, the new ballpark stands to a better place to see a game than Joe Robbie/Pro Player Stadium. A finer football field, I've never been to. But for baseball, it's among the worst places to see a game.
My heart goes out to all the true Marlins' fans out there. They deserve better.
